That the agenda for the February 9, 2021, meeting of Council and Committee of the Whole, be approved.

That the Council Communications and Petitions - January 26, 2021 - February 8, 2021 having been given due consideration, be received.

That the following Committee of the Whole reports be confirmed and Council minutes be confirmed and adopted:  County Council - Minutes - January 26, 2021  Committee of the Whole - Report - January 26, 2021

That the Performance Management recommendations contained within the Committee of the Whole Report dated January 26, 2021, be approved.

That the Human Services recommendations contained within the Committee of the Whole Report dated January 26, 2021, be approved.

That the Corporate Services recommendations contained within the Committee of the Whole Report dated January 26, 2021, be approved with the exception of the Delegated Authority Items.

That the Regional Government Review - Service Delivery Task Force recommendations contained within the Task Force Report dated January 21, 2021, be approved.

That the motion regarding the "Transparency and Public Trust: Report of the Collingwood Judicial Inquiry" be

That Council recess into Committee of the Whole at 11:07 a.m.

Ann Marie Kungl That the following Item, having been given due consideration, be received:

That Item CCW 2021-046, dated February 9, 2021, regarding the Simcoe County Local Immigration Partnership’s 2021 Public Education Campaign, #ITSTARTS, be received; and That member municipalities be encouraged to participate in the #ITSTARTS campaign between March 1 and March 31, 2021, including a municipal proclamation supporting the initiative and recognizing March 21 as the International Day for the Elimination of Racial Discrimination.

That the following Items, having been given due consideration, be received:

That the recommendations contained within the Audit and Finance Committee Report, dated February 20, 2021, be approved.

That Committee of the Whole resolve into Closed Session at 12:23 p.m. under authority of the Municipal Act, Section 239 2(c) to discuss matters related to a proposed or pending acquisition or disposition of land by the municipality or local board.

That direction in Camera contained within Confidential Item CCW 2021-050, dated February 9, 2021, regarding a proposed or pending acquisition or disposition of land by the municipality or local board, be voted upon and approved in accordance with section 239(6)(b) of the Municipal Act.

That direction In Camera regarding Confidential Item CCW 2021-051 dated February 9, 2021, regarding a proposed or pending acquisition or disposition of land, be approved and voted upon in accordance with Section 239(6)(b) of the Municipal Act, 2001, as amended.

The direction In Camera regarding Confidential Item CCW 2021-056 dated February 9, 2021, regarding a proposed or pending acquisition or disposition of land, be approved and voted upon in accordance with Section 239(6)(b) of the Municipal Act, 2001, as amended.

That Committee of the Whole resolve back into open meeting at 1:14 p.m.

That the Committee of the Whole rise with report and resume sitting as County Council at 1:18 p.m.

That, except for Agenda Item 20.1, the Performance Management recommendations contained within the Committee of the Whole Report, including the Confidential Reports, dated February 9, 2021, be approved.

That the Human Services recommendations contained within the Committee of the Whole Report, dated February 9, 2021, be approved.

That the Corporate Services recommendations contained within the Committee of the Whole Report, dated February 9, 2021, be approved, with the exception of the Delegated Authority Item.

That Bills No. 4, 5, 6, 7, and 8 be enacted as By-laws of the County of Simcoe.

That Bill No. 9 be enacted as a By-law of the County of Simcoe.

That the February 9, 2021, meeting of Council and Committee of the Whole, be adjourned at 1:33 p.m.
