That Item GOV 2025-158, dated May 20, 2025, regarding Circumstances for Use of a Weighted Vote in the Procedure By-law, be received; and That the following options, as generally outlined in Item GOV 2025-158, be approved: Option 1 – to separate recorded and weighted votes; Option 2 – to require a weighted vote to be called only immediately prior to a vote; and That staff report back with draft amendments to the Procedure By-law and a plan for the approved changes to take effect, as part of the ongoing Procedure By-law review.
