Ben Verkaik That Item CO 2026-249, regarding Development Charge Reduction Program Update and Next Steps, be received; and That an amendment to Development Charges By-law No. 6930, pursuant to section 19(1.1) of the Development Charges Act, 1997, to reduce residential development charge rates by 50% from the rates in effect on March 30, 2026, for all residential development types and geographic areas within the County of Simcoe, be approved; and That the reduced residential development charge rates remain in effect for a period of three years from March 30, 2026; and That the necessary By-law be presented to County Council for consideration and include provisions that it shall come into force and effect only upon satisfaction of the requirements and conditions set out in this resolution; and That the Treasurer and General Manager of Corporate Performance, be delegated authority to negotiate and finalize all financial, administrative and other implementation requirements necessary to facilitate the County's potential participation in the Development Charge Reduction Program (DCRP), including the terms and conditions of any required Transfer Payment Agreement and program documentation, subject to the terms being satisfactory to them, in consultation with the Chief Administrative Officer; and That, upon satisfaction of the conditions outlined above, the Warden and County Clerk be authorized to execute any Transfer Payment Agreement (TPA) and any other necessary agreements or docu
