That Item CCW 2025-246, dated September 23, 2025, regarding the Optimizing Ventilation to Improve Survival from Out-of-Hospital Cardiac Arrest (OPTIVO) Study, be received; and That Option 1 to permit County of Simcoe Paramedic Services participation in the OPTIVO study, as generally outlined in Item CCW 2025-246, be approved.

That Item CCW 2025-258, dated September 23, 2025, regarding Age-Friendly Recognition Program, be received.

That Item CCW 2025-259, dated September 23, 2025, regarding National Seniors Day, be received.

That Item CCW 2025-230, dated September 23, 2025, regarding the Municipal Ice Storm Assistance Program be received; and That staff submit all eligible costs incurred from the 2025 Ice Storm to the Municipal Ice Storm Assistance Program for potential reimbursement by the Province, as generally outlined in Item CCW 2025-230.

That Committee of the Whole recess into the Proposed Simcoe County Official Plan Amendment - Public Meeting - Special Council at 10:00 a.m.

That Committee of the Whole recess at 10:51 a.m. to convene a meeting of the Simcoe County Housing Corporation Board.

That the following Consent Item, having been given due consideration, be received:

That Item CCW 2025-240, dated September 23, 2025, regarding Proposed Updates to the Provincial Growth Projection Methodology Guideline, be received; and That staff submit a comment letter to the Province through the Environmental Registry of Ontario, as generally outlined in CCW 2025-240.

That the recommendations contained within the Economic Development Sub-Committee Report, dated September 9, 2025, be approved.

That Item CCW 2025-195, dated September 23, 2025, regarding the Regular Meeting Schedule for 2026, be received; and That, subject to amendments as may be provided by the Procedure By-law, the 2026 schedule of regular meetings as generally outlined in Item CCW 2025-195, be approved.

That item CCW 2025-202, dated September 23, 2025, regarding the 2025 Forecast report be received; and That Option 2 recommending covering the projected deficit with reserve funds, subject to final amounts being determined when the year end is finalized, as generally outlined in Item CCW 2025-202, be approved.

That the recommendations contained within the Bursary Committee Reports, dated September 16, 2025, be approved.

That Committee of the Whole resolve into Closed Session at 11:09 a.m. under authority of the Municipal Act, Section 239 (2)(c); a proposed or pending acquisition or disposition of land by the municipality or local board; Section 239 (2)(i) a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization; Section 239 (2)(k) a position, plan, procedure, criteria or instruction to be applied to any negotiations
