That Item CCW-2023-281, dated October 24, 2023, regarding Simcoe County Archives Operations in September 2023, be received.

That the following Consent Item, having been given due consideration, be received:

Kathy Jeffery That Item CCW-2023-293 dated October 24, 2023, regarding the County of Simcoe Paramedic Services Response Time Performance Targets, be received; and That staff establish the recommended 2024 Response Time Performance Targets as outlined in this Item.

That Item CCW 2023-274 dated October 24, 2023, regarding the Give-A-Lift Bus Fundraising Campaign be received; and That the purchase a new bus for Trillium Manor fully funded from the Trillium Manor Donation Reserve Fund, as outlined in this Item, be approved.

That Item CCW 2023-285, dated October 24, 2023 regarding Simcoe Village Campus Project Update, be received.

Jennifer Coughlin That Item CCW 2023-292 dated October 24, 2023, regarding a Simcoe County Positive Aging Strategy – Community Survey, be received.

That Item CCW 2023-222, dated October 24, 2023, regarding the Request for Approval of the Township of Oro-Medonte Official Plan, be received; and That the Township of Oro-Medonte Official Plan, as adopted by the Township of Oro-Medonte By-law 2022-091 on October 5, 2022, and modified as per Schedule 3 to Item CCW-2023-222 dated October 24, 2023, be approved save and except the Non-Decisions as substantively outlined in Item CCW-2023-222; and That the County’s approval does not apply to the following two (2) separate Non-Decisions: 1. That a Non-Decision be placed on specific lands within and abutting the Settlement Area Boundaries of Moonstone, Edgar, Oro Station, Shanty Bay, Hawkestone, and Warminster as identified on Schedule A and Appendices 2-7 of the Township of Oro-Medonte Official Plan, which is included in Schedule 3 to Item CCW-2023-222. This mapping does not currently conform with mapping in the Simcoe County Official Plan. The Township of Oro-Medonte Official Plan will not come into force on these lands at this time. 2. That a Non-Decision be placed on specific lands currently designated as Agricultural in the County Official Plan but are proposed to be redesignated to Employment in the Oro-Medonte Official Plan. These Non-Decision Lands are identified as the Oro Centre Employment Area and Highway 11 Employment Area on Schedule A and Appendices 8 & 9 of the Township of Oro-Medonte Official Plan, which is included in Schedule 3 to Item CCW-2023-222. That Item CCW 2023-284, dated October 24th, 2023 regarding a Road Maintenance Agreement with the Ministry of Transportation for County Road 16, be received; and That the necessary by-law be presented to County Council to authorize the Warden and Clerk to enter into a Memorandum of Agreement substantively in the form attached as Schedule 2 to Item CCW 2023-284.

That Item CCW 2023-245 be

Kathy Jeffery That Item CCW 2023-273 dated October 24, 2023, regarding the multi-residential organics pilot program be received; and That an 18-month multi-residential organics pilot program be approved as outlined within Item CCW-2023-273; and That Staff report on the results of the pilot program and future recommendations for multi-residential organics to Council by the end of the pilot program.

That the recommendations contained within the Economic Development Sub-Committee Report, dated October 10, 2023, be approved.

That Item CCW 2023-250, dated October 24, 2023, regarding the Sustainable Operations Climate Action Planning Update be received; and That the Corporate Climate Action Plan and the Emission Reduction Targets outlined therein be integrated into the County of Simcoe’s Strategic Plan within Strategic Direction D Environmental Sustainability, the County of Simcoe’s Long Term Financial Plan, and Operational Workplans; and That the Corporation of the County of Simcoe commits to a target of 44% corporate greenhouse gas emissions reduction below 2021 levels by 2030, and Net Zero corporate GHG emissions by 2050.

That Committee of the Whole resolve into Closed Session at 10:06 a.m. under authority of the Municipal Act, Section 239 (2)(k); a position, plan, procedure, criteria or instruction to be applied to any negotiations
