That Council Committee of the Whole recess at 9:39 a.m. to convene a meeting of the Simcoe County Housing Corporation.

That Committee of the Whole reconvene at 9:46 a.m.

Page 4 of 113 That Item CCW 2021-305, dated October 12, 2021, regarding a request for an exemption to Forest Conservation By-law 6894, be received; and That County Council grant an exemption to allow the removal of 11.0 hectares (27.3 acres) of woodlands at 8284 4th Line, Township of Essa substantively in the form attached as Schedule 1 to Item CCW 2021-305.

That Item CCW 2021-306, dated October 12, 2021, regarding a request for an exemption to Forest Conservation By-law 6894, be received; and That County Council grant an exemption to allow the removal of 1.8 hectares (4.4 acres) of woodlands at 1908 Concession Road 10, Township of Ramara substantively in the form attached as Schedule 1 to Item CCW 2021-306.

That Item CCW 2021-307, dated October 12, 2021, regarding a request for an exemption to Forest Conservation By-law 6894, be received; and Page 5 of 113 That County Council grant an exemption to allow the removal of 3.5 hectares (8.7 acres) of woodlands at 15990 County Road 27 and 161 Concession 2 East in the Township of Tiny, substantively in the form attached as Schedule 1 to Item CCW 2021-307.

That Item CCW 2021-316, dated October 12, 2021, regarding the 2022 Regular Meeting Schedule, be received; and That the Council and Committee of the Whole Meeting dated: • November 24, 2022, be reserved for new council orientation; and • October 25, 2022 be cancelled; and That the 2022 schedule of regular meetings as generally outlined in Item CCW 2021-316, be approved and circulated to member municipalities, appointees and the cities of Barrie and Orillia.

That Item CCW 2021-271, dated October 12, 2021, regarding an update on the Sustainable Operations Program, be received, and That the Partners for Climate Protection (PCP) Milestone 1- 2016 Baseline Inventory attached as Schedule 1 to item CCW 2021-271 be submitted to the Federation of Canadian Municipalities (FCM).

That the recommendations contained within the Audit and Finance Committee Report, dated September 29, 2021, be approved.

That Committee of the Whole resolve into Closed Session at 10:13 a.m. under authority of the Municipal Act, Section 239 (2)(e), litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.

That verbal update regarding Confidential Item dated October 12, 2021 regarding litigation or potential litigation, including matters before administrative tribunals, be approved and voted upon in accordance with Section 239(6)(b) of the Municipal Act, 2001, as amended.

That Committee of the Whole rise and report at 10:29 a.m.

That the October 12, 2021, Committee of the Whole be adjourned at 10:31 a.m.

That the agenda for the September 17, 2021, meeting of the Affordable Housing Advisory Committee, be approved.

That Item AHA 2021-254, dated September 17, 2021, regarding Pre- Page 64 of 113 Approved Building Plan Discussions, be received.

That Item AHA 2021-287, dated September 17, 2021 regarding a Building Hope Project, be received.

That Item AHA 2021-290, dated September 17, 2021, regarding Affordable Housing Targets, be received.

That the agenda for the September 29, 2021, meeting of the Audit and Finance Committee, be approved.

That Item AUC 2021-278, dated September 29, 2021, regarding 2021 Audit Engagement Letter provided by Baker Tilly KDN LLP, be approved.

That Item AUC 2021-279, dated September 29, 2021, regarding 2021 Audit & Finance Committee Planning Letter from Baker Tilly KDN LLP, regarding the Audit of the Consolidated Financial Statements for the County of Simcoe, be received and acknowledged.

That the 2022 draft work plan, attached as Schedule 1 to Item AUC 2021-281, dated September 29, 2021, be approved.

That item AUC 2021-282, dated September 29, 2021, regarding the Audit and Finance Committee Meeting Schedule for 2022, be approved.

That the September 29, 2021, meeting of the Audit and Finance Committee be adjourned at 11:20 a.m.
