That the agenda for the September 24, 2019, meeting of the Committee of the Whole, be approved as circulated.

That Item CCW 2019-335, dated September 24, 2019, regarding Simcoe County Archives operations in June-August 2019, be received.

That Item CCW 2019-318, dated September 24, 2019, regarding the Library Co-operative Board Report for June-August 2019, be received.

That the following Consent Agenda Items, having been given due consideration, be received for information, with the exception of items 8.1 and 8.2:

Steve Clarke That item CCW 2019-289, dated September 24, 2019, regarding Paramedic Services Facility Plan Update, be received.

That item CCW 2019-295 - Ontario Health Team Update, dated September 24, 2019, having been given due consideration, be received for information; and Whereas each and every Simcoe County resident is now, have been or will be a user of the health care system; and Whereas council is committed to improving the health and well-being of Simcoe County residents; and Whereas municipal policies and programs have the greatest influence over half the social determinants of health; and Council endorses the Couchinching (Orillia) Area, the Greater Barrie Area and Southlake Regional Hospital applications to become full Ontario Health Teams; and Council supports County staff resources being committed to the development of all Ontario Health Teams in the region; and Council requests staff annually recommend to Council improvements in County policies and programs that improve the health and well-being of County of Simcoe residents.

That Committee of the Whole reconvene at 11:00 a.m.

That Item CCW 2019-339, dated September 24, 2019, regarding a capital funding request from the YMCA Simcoe-Muskoka, be received; and That the County provide $2.5 million donation capital funding to the Barrie YMCA across four years; and That subject to deliberations in the affirmative, that the Warden and Clerk enter into any and all agreements as may be required, provided that such documents are in forms satisfactory to the County’s Legal Services department.

That the following Consent Agenda Items, having been given due consideration, be received for information:

O'Donnell That Official Plan Amendment No. 20 of the Township of Clearview Official Plan, as adopted by Township of Clearview By-law No. 19-44, as per Schedule 2 to Item CCW 2019-281, dated September 24, 2019, be approved; and That Notice of Decision Official Plan Amendment No. 20 of the Township of Clearview Official Plan be provided in accordance with the Planning Act.

That the Report of the Economic Development Sub-Committee meeting held September 10, 2019, be adopted as presented and the recommendations contained therein, be approved.

That Item CCW 2019-343, dated September 24, 2019, regarding the Southwestern Integrated Fibre Technology (SWIFT) Project, be received; and That the County of Simcoe waive rights to repayment by SWIFT of Annual Refundable Amounts at this time, authorizing SWIFT to reinvest all such amounts to accelerate or further expand the development of the SWIFT Network; and That the Warden and Clerk execute such an agreement with SWIFT, substantively in the form attached as Schedule 2 to Item CCW 2019-343.

That the September 24, 2019, Committee of the Whole be adjourned at 12:20 p.m.
